| Mission: To
identify students whose behavior, attendance, performance, and/or grades
indicate that they may be "at risk" of the possible
involvement with tobacco, alcohol, or other drugs. The START team
is a confidential process which empowers schools to help children
and their families. The START team works in conjunction with First
Step, a community counseling and resource center. |

How To Make
a Referral: Every
public middle and high school in Baltimore County has a START Program. Any
concerned person (parent, teacher, student, administrator, nurse) can make a
referral in writing to the START Team at your school or you by placing an
anonymous envelope in your guidance counselor's mailbox. If you have any
