Commercial Revitalization Programs 

The Baltimore County Council has designated 12 Commercial Revitalization Districts.  The county has developed revitalization incentive programs for businesses operating in the following areas:

Arbutus Overlea-Fullerton
Catonsville-Paradise Parkville
Dundalk Pikesville
Essex Reisterstown
Liberty Road Towson
Loch Raven Woodlawn

A team of revitalization representatives works with businesses and community and business organizations to assess opportunities, access resources and facilitate investment. Businesses in these districts are eligible for loans and other assistance to encourage investment in these established communities.

Architect-On-Call: Professional architectural services to get you started. Architect-On-Call offers up to ten hours of professional architectural design services to businesses in Baltimore County's commercial revitalization areas. After an initial site visit, the architect creates a rendering of the property, incorporating proposed exterior improvements, with a rough cost estimate. Architect-On-Call service is free when improvements are implemented.
Business Improvement Loan Program: For exterior property enhancement, business and property owners in commercial revitalization districts may apply to Baltimore County for loans up to $10,000 to enhance their property. Improvements may include, but are not limited to such as window and siding replacement, painting, landscaping, signage, lighting, and customer parking areas. Baltimore County Business Improvement Loans are interest-free when the total project cost exceeds $15,000.
Commercial Revitalization Tax Credit: For major commercial projects Businesses receive a Baltimore County property tax credit when investment in real property results increases of $50,000 or more through physical improvements to a property in a commercial revitalization district. The five-year credit is available through a simple application submitted at the completion of the improvements. A ten-year credit is available if the project cost exceeds $10 million and includes a structured parking facility.
Maryland's Neighborhood Business Development Program: Baltimore County links small businesses in revitalization districts to this Maryland State program, which provides businesses with flexible gap financing for pre-development, development and start-up operating costs.
